Perpetual peace, which published in 1795, was one of Kant's several works in his late times. This short but significant work marks that Kant has made a philosophical planning for how to set up perpetual peace. In the Perpetual peace, Kant put forward a lot of creative viewpoints, and among which the idea of republic and the idea of peaceful union have been widely accepted and used in practice. Kant's another concept of highly original concept of world citizenship rights, perhaps due to their limited and simple arguments, has been little concerned by people in philosophical field.First, this paper discussed Kant's concept of world citizen and explored its origins, nature and legitimacy; then explored Kant's concept of perpetual peace, which was based on three subjects---the moral political concept, the legal rights and the theory of. the state .Last the paper explored how Kant had formed the concept of perpetual peace.In the concept of perpetual peace, we discussed how the perpetual peace can be attained through the concept of enlightened world citizens. Here mainly have two steps: first, as a planning perpetual peace; second, to attain lasting peace through the concept of enlightened citizens of the world; finally, comments on Kant's concepts of world citizen and perpetual peace. In these comments, we mainly discussed the Habermas, Rawls and other philosophers' reviews, specially the German philosopher. Western Marxism representatives of the school - the Frankfurt School of Contemporary successor Habermas. We not only showed the possibility and criticism of promoting perpetual peace, but also revealed great theoretical and practical significance of Kant's thoughts.
