Investigation Of Policy-Invation Performance Evaluation System

Policy- innovation is a reorganization of pubic policy essences which is a positive and valuable reset of the exist policies, is playing an important role in economy promotion and social development. Cost and benefit are the two key facts of policy- innovation. The performance evaluation process is to use the two key facts as benchmarks, exerting specific guideline, adopting prescribed procedure, to measure the effectiveness, efficiency, benefit and value of the policy- innovation, which could provide predictive justice to the actual result of the reform. Innovation is the object of performance evaluation, while substance is effectiveness management, and its overall prominence is integratation.A policy- innovation performance evaluation is composed with material collecting, goal setting, project defining, performance assessing and evaluation result employing etc. From the following aspects: evaluation target, object, indicator, standard, and method. The author discussed the construction of policy-innovation performance evaluation system, pointing out the evaluation target is to verify China government organizational effectiveness and result; the evaluation principal part could be composed by government principals, non- government principals and other principles. The evaluation object includes policy subject innovation status, policy content innovation status, policy instrument innovation status and policy procedure innovation status. The evaluation indicator could be divided into common indicator and special indicator from systemize theory. Forwarding new views regarding to evaluation standard and method and taking Shanghai Pudong District as an example and case study, this thesis creatively discusses the policy- innovation construction situation in China.
