Shanghai Pudong New Area Government Management System Study

This paper will take government management system of Pudong New Area as the research object, describe its formation and the development, dig out its design philosophy and concrete structure, and propose measures to the existing problems. The most important contribution of this paper is that it is first time using the new public management theory to analyze the government management system of Pudong New Area. This paper argues that the government management system of Pudong New Area does made some changes to adapt the objective environment, but not completely towards the conventional mode, still with the unified, streamlined, efficient features, and has been taking good use of a lot of experiences of the new public management theory. Of course, vigorous reform will continue to be needed to overcome the present problems.The structure and content of this paper are as follows:Section 1: Introduction. This section describes the problems this paper proposes, the significance, basic definitions, the present research from the academic circle and methodology.Section 2: The general theory of establishment and innovation of development zone and its management system of the post-developing countries. This section points out that there are three basic reasons for the post-developing countries to establish development zones, that's to create economic growth poles, to cultivate industrial clusters and to make innovation of the technology. For these goals, development zones must add some new methods to their management systems. And this makes their management systems different from the former ones. Generally speaking, there are three types of management systems of the development zones. However, with the rapid development of the zones, their management systems will change gradually. And possibly they will come back to the traditional types. This chapter points out that the new public management theory has effect on the management systems of the zones.Section 3: Development and transitions in the governmental management system of Pudong New Area. This section at first describes the development of Pudong New Area in the past 21 years, then points out that there are four targets of Pudong New Area: to establish an economic groeth pole, a trading centre, a financial centre and a transportation centre. At the same time, Pudong New Area began to adopt some experiences and methods of new public management theory to its govenmental management systems step by step. For example, it has established a limited"small"government and encouraged the development of the civil society. This section mainly discribes the 5th phases of the development of its governmental management systems, and discribes its frameworks and features.Section 4: Features and framework of government management system of Pudong New Area. It summaries the basic characteristics of its governmental framework. First, it is very effective. Second, it makes a whole government. Third, the governmental system is changing, according to the change of the of the market. It then turn to analyze the methods of the new public management theory that have been taken in the governmental systems, including eight perspectives. First, creating a limited government. Second, giving more power to the civil society and country government. Third, encouraging civil society to provide public services. Forth, adopting results budget. Fifth, trying to innovate bureaucracy. Sixth, providing best services to citizens. Seventh, government buys public services from civil society. Last, making a connection between government and society. After using these methods, the government became more effective. This section also points out that the governmental system has beyond he new public management theory in some aspects. Mainly because it emphasizes the importance of economic growth and social justice.Section 5: Thoughts on improving government management system of Pudong New Area. Although the governmental system runs well, it still has some problems. First, the function of the government is not very clear. Second, the functional areas have some problems. Third,civil society grows slowly. In this chapter, I'm trying to give out the solutions.Section 6: The conclusion. This section draws conclusion. It gives a further deep reflection on government management system and values of Pudong New Area, and strives to achieve the theoretical sublimation.
