Research On Evaluation Of Performance For Nanguan District Changchun City Warm-housing Project Policy

As an important project of people’s wellbeing in our city, the core issue ofthe Warm-house project is the relationship between the problems in current policeimplementation and its effectualness.Looking into the policy evaluation and theconnotation of internal police and evaluation, combining closely with the concretecases of the Warm-house project in the South Strict of Changchun,studying theproblems occured in the policy implementation and the relationship betweenthe executive body and the perform object, through conducting a comprehensiveanalysis about the public policy evaluation results, theoretical framework andhumanistic care, this essay studied the problems occured in the implementationof Warm-house project and its effectualness as a whole,and put forward thecorresponding improvements eventually.The corresponding policies introduced by the local government generally gothrough early research,development, implementation and evaluation, yet theevaluation criteria that determined whether a policy running well is dominated bythe late evaluation link. Though the local governments in China haven’t formed aoverall examination and evaluation system,they still evaluate the polices theyintroduced as a whole,according to the objective criteria and standards.The mainfactors taken into consideration are, whether they achieved the anticipated goalsand their degrees,whether they had positive effect on social activities in the lateimplementation,and so on,----they were all analysised as evaluation criterias. Agood evaluation process can optimize the allocation of resourcesrationally,optimize the targeted effect, eventually reach the predicted public’sresponse and account on the polices introduced by the local Government s in theearly period developing the polices.The local government groped amid the policyevaluation and eventually developed the standard system,strengthened the overallguidance and supervision to the process of police implementation continuously, further expanded the evaluation subject,evaluated the process of the policyimplementation objectively;perfected the evaluation system continuously,established communication channels between subject and object, theevaluation-oriented government construction will deepen the reform of localadministration in China,and provide a valid path and carrier that Promoting theconstruction of local democratic political system.
