Research On The Perfection Of The Old-age Household Service In Community As In The Shanghai Pudong New District

The PRC began to implement family planning policy from the1990s,whose effects emerge after30years, and further the average life expectancyextendes, accordingly the degree of aging in China is becoming more and moresevere. Shanghai has stepped into the aging society since1979, making it theearliest of such city. As of December31of2011,24.5%of the wholepopulation of Shanghai is aged at or over60and Shanghai is the most seriousaging city among all cities in China. At the pressure of serious aging, the oldage household service began comparatively early, for example the publicservice units were required to participate into the old age insurance program asearly as1993, when the social security system began to reform. However, thegradual nuclealization of the modern family structure and the continuousemergence of the problems brought about by aging lead to the result of the thecurrent household service’s no longer being able to satisfy the great needs ofthe aged people in terms of both service quality and service facilities, and this,to some extent, has affected the life quality of the aged people. Therefore,improving the aged people’s both material and mental lives and continuouslyperfecting the old-age household service have become social issues thatconcern both the Chinese government and other countries.According to the latest data in2011Monitoring Statistical Information onthe Shanghai Aging Population and Aging Service, the Pudong New District has a total population of2.7853million people, among which647.3thousandare at60years old or or above, accounting for23.2%of the total populationand rising1%compared with2010(which is22.2%). The statistics also showthat the aged population of the Pudong New District stands the ultmost in theaged population in whole Shanghai in two aspects: it has the highest number ofaged people over100years old among all districts accounting for19.9%of thecentenarians; it has the highest number of aged people among all disctrictstotally705,900. Obviously, although the Pudong New District is not the mostserious areas in terms of aging, the aging situation is still comparatively severeand the relevant governmental authorities shall get full preparation in advanceand take preliminary measures.This thesis takes the Weifangxincun Street, Huamu Street and Beicai townof the Pudong New District as the researching areas, and from the perspectiveof enhancing the satisfaction of the aged people over the community householdservice, does research on how to perfect the community household service inthe Pudong New District in Shanghai. First, this thesis introduces the researchbackground and significance, research method and thesis structure, relevantconcepts, theoretic basis, etc. and establishes a research mode on basis of theovers satisfactory appraisal model. Afterwards, on basis of questionnaireinvestigation, collecting and combeding a large number of data, and combiningthe present situation and issues of the old-age household service in communityof Pudong New District, the thesis conducts statistics analysis over the “sixassistances” services, life attendance services and the correlation between thecommunity old people service facilities and the satisfaction, on which of whichdoes analsysis and conclusions with respect to the factors that affect thesatisfaction and provides reference for future improvement of services. Thiscan also be deemed as an innovation of this thesis, because currently, there isnot a uniform appraisal system for the community household servicesatisfaction evaluation. Thus, this thesis has certain practical instructive significance. Finally, on basis of the above systematic analysis and assessment,it brings up relevant suggestions on how to perfect the community householdservice in Pudong New District. Based on investigation and field visits, thisthesis directly reflects and systematically analysizes the current major problems,which provides reliable evidences for raising improvement suggestions and hassome theoretical and practical significances for the perfection of the study onhow to improve the community household service in Pudong New District.
