In China, community is the concept brought about with the changes of society. In 1986, Civil Administration Department, for the first time ever, introduced the concept of community to the overall city management and further argued the importance of the practice of prevailing service work in communities throughout China. After 1990, with the upward trend of community service, Civil Administration Department further disputed a new thinking of community establishment. During the following 2 decades, the exploratory practice throughout China has been highly rewarded, enhancing the management efficiency upon grass-root level and ameliorating living environment and living standard of residents living in communities.It is highly needed that management structure or models be modified to adapt to today's market-oriented economy. This new community model, residents-oriented, would be focusing on the requirements and benefits of them, enforcing the positive participation of dwellers with the accomplishment of the support from government and non-profitable organizations as well. We believe that it is not only our proper response to the pressure and challenge raised by social changes, but crucial steps taken towards the new development of modern community.City community is the basic element of municipal management and is also the foundation for the communist party and the municipal government to strengthen their political construction of the grass root. To further advance the community construction and to improve the restructure of the city community is a critical entry of developing balanced economy of the society and is also an important strategic choice of the communist Party to strengthen its reign, to maintain social stability and to safeguard the fundamental benefit of the mass public.
