Higher education is not only the major force in the cultivation of human resources, the innovation of science and technology, but also a great power in serving the society. It has stepped into its prime time since the carrying out the open policy and it has drawn much attention. But with the continuous development of our market economy and higher education, the corruption which exists in other fields also appears in universities and colleges. What's more, it threats to prevail. Therefore, it is really of great significance for us to strengthen the construction of honesty education in universities and colleges because it can effectively resist corruption and rebuild a pure and clean image of universities and colleges.The whole world has realized the importance of systematic honesty education in schools. In October 2003, The anti-corruption agreement of UN, which was approved in 58th UNGA, incorporated honesty education in the curriculum of general education for primary schools, middle schools and universities and colleges. In April 2005, the Bureau of Education formally brought the project of campus honesty education into effect, which indicated that campus honesty education has become a part of our ?°for honesty, against corruption?±action. Honesty culture results from culture construction and honesty construction and it is a newly born cultural phenomenon. In The guidelines on the establishment and perfection of education, system, punishment and the precaution against corruption, the central committee of our party has already pointed out that the ?°for honesty, against corruption?±education must face all the party members and the whole society and that we must strengthen honesty culture construction by fusing the education on discipline, social morality, career morality, virtue, value and laws. It is really worthwhile to further study, explore and practice how to combine university honesty culture construction with the ?°for honesty, against corruption?±action, so that we can promote the spread of honesty culture, urge the development of social reform, help the teaching staff to set up correct life value and cultivate the sense of honesty among students. Universities and colleges play a leading part in the construction of advanced culture. Graduates from universities and colleges will go into every field of the society. Hence, universities and colleges affect the society both vertically____ to departments of education, and radiantly____ to the whole society. Nowadays the university campus honesty construction is at its critical moment. All kinds of strong conflicts and problems have gradually come out in recent years. The enforcement of honesty construction in universities and colleges will lead the anti-corruption action to the fight against the corruption in the field of culture and it is a truly fundamental issue in the war against corruption.The thesis includes three parts. The first part is a summary of honesty culture in universities and colleges including the insights on honesty culture, university honesty culture and the basic guidelines on the construction of university honesty culture. The second part shows the necessity of the construction of university honesty culture elaborated in the following three aspects.
