| The issue of public servant law pushes people's concern about the civil service system to a new level. The function, a disinterested and high-efficient civil service system on the social development, is enormous. The civil service system in our country has been implemented over 10 years, every institution has been established and developed steadily, more and more achievements have been made in civil service system, and the motivation mechanism begins to carry out as one of civil servant's institutional improvement. Encouragement is very important in the management activity, the motivation mechanism is an important respect in civil servant's institution. But the motivation mechanism has not got the corresponding attention in the academic research in our country, the study of which combines with modern management theory is very scarce. In recent years, researchers begin to change the thought and realize that it is very important part in improving the management. The study on the civil servant's motivation mechanism appears gradually. The paper, based on large researchers' results and combined my study in the renascent years, tells that the research of the motivation mechanism should imbibe the advanced motivational theory of foreign country and absorb national traditional culture, then it can improve the present motivation mechanism of civil servant, making it more suitable with the situation of China. The paper is composed of three parts: in the first part, it summarizes the ancient outstanding thought that encourage about officers in our country. In the second part, it analyzes the current situation in our country, based on the analyzing the first part. In the third part, the paper synthesizes the problem existing at present, consults the modern advanced motivation theory and national culture of our country, and probed into the assumed goal that our country establishes civil servant's motivation mechanism, which should improve the civil servant's motivation system greatly.
