The policy of Foreign Aid belongs to Chinese diplomacy. With the end of the Cold War in the 1990s', bipolar order has collapsed and the world structure shows multi-polarization with various political forces experiencing new splits and realignments. However, the Cold War ideology still works. Hegemonism and Power politics remain the main source of threats to world peace and development, which has interfered with the democracy of international relations. The Economic Globalization and the regional integration have presented the developing countries the opportunities with risks and challenges. Under this big background, Chinese government enlarges the foreign aid for the developing countries, strengthening friendly and cooperative relationship with the developing countries.During this stage, Chinese government provides foreign aid based on two aspects: macro-strategic objectives and micro-national interests. As a whole, China's Aid target is to strengthen the relations with the developing countries, build the new international political and economic orders, and make joint efforts to address the challenges of globalization with the developing countries. In micro-aspects, Foreign Aid is applied to heighten Chinese international position and influence, to create stable and peaceful environments for her modernization, and to advance the development of economy.China's Aid policy has changed with the new international situations, and now assumes different characteristics. First, the original spirit of internationalism in Foreign Aid has been endowed new meaning of patriotism. Second, the role of the government in aid has changed. The pattern of diversified players of foreign aid has turned up. The EXIMBANK of China and Enterprises both play a relatively independent role in formulating and implementing Foreign Aid policy. Third, the economic interests have been ever more prominent in Foreign Aid. At last, the China's Foreign Aid has paid more attention to the nontraditional security.During this period, China's Foreign Aid has made brilliant achievements. On one hand, the aid has played a great role in maintaining world peace and promoting world economic development. Therefore, it has pushed forward the construction of harmonious world. On the other hand, it has also brought about political interests, promoted economic development, and created a favorable peripheral environment for the construction of China's socialist modernization. Despite great achievements, Chinese Foreign Aid also faces challenges from both the developed countries and the developing countries. With the increase of China's power, Western developed countries, in the strategic need of containing China, allege that the intention of China's offering aid is to control the developing countries. Given the gap in the sum of aid between China and developed countries, developing countries are discontent with China in aid and demand that China should further expand the scale of aid.Facing with the new opportunities and challenges, China, out of its ability, will still offer developing countries foreign aid as much as it can without any political conditions so that the need of economic and social development in developing countries can be satisfied, and rumor of"China threat"propagated by west countries will be effectively responded.
