Personnel performance appraisal which is not only an important and difficult job of the human resource management section at all times, but also an important means and measure to choose judge and employ the talents. The public servant is an important component part of the talent ranks with specific characteristics, which has been increased much difficulties of checking them exactly. Therefore, we need constantly perfect the public servant merit system and improve the checking method, so as that we can choose and employ the talents fairly, impartially and objectively.In the course of thinking and writing, the first part of this text firstly expounds the originality of subject, choosing background, main content and studying importance. In second part, it briefly introduces the related basic knowledge of the public servant merit system, the internal and external historical evolution about it and some inspiration we have got from them. The third part objectively summarizes and analyzes the current public servant merit system in effect in Xinjiang municipality, systematically analyzing the existent problems, shortages and reasons. In the fourth part, it gives a brief account of how to build the public servant merit system scientifically and reasonably in Xinjiang municipality, including basic principles should be held, how to choose the check contents, define the standards and ways and enact the work system, the check result's count, etc. Try to construct a intact public servant merit system.
