Because performance appraisal is an important part and core link of human resource management,it has taken more and more managers' attention.By taking performance appraisal inside the organization,it has been driven to self-improve and even more promote a long-term development.Performance appraisal,not just as an important function module of enterprise human resource management,it is also indispensable to personnel management in public institution.Technical personnel,as the institution's core human resources,whose performance is directly related to the long-term development of public institutions.How to establish a scientific and effective evaluation systerm,and how to use the method to evaluate the performance appraisal of the technical personnel becomes a first priority of personnel management.Public institution has not yet been formed a performance-oriented organizational culture at this stage,not only the managers,but also the professionals downplay the performance appraisal.What's more,the assessment forms are single,formal,lack of performance feedback,and its results cannot be effectively utilized.All of this bring challenges to personnel management of public institution.This paper focused on the basis of a performance evaluation system,by analyzing the main problems existing in performance evaluation of HW,using the theoretical basis of performance appraisal,for the long-term goal of HW's future development,having the research and discussion about the performance appraisal in public institution.We had combined the knowledge of human resource management,management,economics,organizational behavior and strategy with the practical situation of HW,and then built a set of professional's performance evaluation system that is suitable for HW.Hoping that through the establishment and effective implementation of this system would not only help HW to achieve organizational goals,to promote the growth of the employees,and furthermore to make a sustainable development,but also can better promote the improvement of the human resources management of other industry development.This paper provided some reasonable suggestions and reference value for other institutions of hydraulic industry,also can better promote the other industry's improvement and development.
