With the globalization of economic development and rapid change of home and abroad circumstances, it is a big challenge for the government to manage increasingly multifarious public affairs. The performance of civil servant, as the embodiment of the government's function, determines the management validity of the government to economic, social and political affairs. Therefore, to build scientific and effective performance-appraisal system has great significance both in theory and practice. After more than ten years practice and exploration, the Chinese civil servant performance-appraisal system has obtained some achievements, but, in general, it is still in underway stage. There are still some confusions and disputes in the field of study. Also, in the course of practice, it could not exert itself function. This paper, in line with the thought of the enterprise system used in the government management, firstly summarizes the correlative theories of enterprise human resourses performance-appraisal and Chinese civil servant performance-appraisal, especially analyzes the application of enterprise performance-appraisal in the civil servant appraisal reform, then reviews the existent problems of Chinese present civil servant appraisal system. The emphasis is to explore the possible use for reference of enterprise performance-appraisal to Chinese civil servant appraisal, namely the enlightenment of idea and method. At the foundation of use for reference of enterprise performance-appraisal, and aiming at the disadvantages of the present civil servant appraisal system, the paper puts forward feasible suggestions to perfect and reform Chinese civil servant appraisal system. The difficulty of the paper lies in the deduction and analysis of mutual use between enterprise management theory and administration management theory, which establishes the channel and sets up the platform for the use for reference of enterprise performance-appraisal to civil servant appraisal system.
