By the advent of globalization, information explosion and the later industrial society, the strengthen of the government's cost consciousness and the citizen's supervisal consciousness, and the development of market economy and democracy, it is important and urgent to insist people foremost, to set up the performance appraisal evaluation system which can reflect the sentific development opinion and the correct achivement opinion properly, to impel the executive administration behavior effectually,and to strengthen the civil servant's performance appraisal.The thesis investigated the content, function, principles, and procedures deeply, analyzed our country's performance appraisal present condition correctly,and posed the suggestion in the foundation of analogy of China and foreign performance appraisal and difference analysis of department appraisal which can make the provincial personnel department's performance appraisal consummately.The thesis is on basis of performance admistrative theory, taking provincial personnel department as an actual example, in the light of civil servant investigate present condition, combining our country's civil servant regulations and policy,designed the performance appraisal indicatorses and conceive the evaluation indicators system for provincial personnel department according to current civil servant law of china and obtained the qualitative results by using quantitative appraisal method. Especially, the author utilize mathematics method and new appraisal method such as Fuzzy AHP, 360 degree appraisal method, measurement appraisal method, compelling distribution appraisal to evaluate performance appraisal of civil servant in Hebei Personnel Department. It was greatly improved the scientific way and solved the main problems in performance appraisal such as appraisal indicators unclear, appraisal personnel single, appraisal accuracy and stability poor etc, analysed and exerted the assess and result, in order to improve the civil servant appraisal work's equity and objectivity, and enhance the scientific and modernization level.
