Since the 1990s, China has entered a period of fast growth and rapid transformation. So all kinds of social contradictions and questions are increasing, the public crisis accidents happen frequently. This article researches based on the construction of China's crisis management system , tries to work from our crisis management situation and the problems which faces from our country crisis management, then take crisis management success experience of the developed countries as well as the newest research of the domestic and foreign theorists and the academic circles on this question as the criterion, and carefully analyzed the success and failure in the existing crisis management system of our country. Both has affirmed the experience and measure in handling all types of significant crisis accident, and points out the shortcomings and problems in the present crisis management system and the mechanism; Both has affirmed principles and basic principles which establishes in crisis management, and has pointed out the basic reasons and the main questions of the current passive crisis management; Both has carried on the rational analysis to our country existing crisis management system, and combines domestic and international advanced management experiences and successful practices of dealing with a major crisis and our country's economic and social development conditions and realities of the country ,proposed a basic framework of crisis management system in conformity with China's national conditions.
