The Philosophical Investigation On Orientating Chinese Government Economic Function

Since market economy came into birth in the world, it has drawn the economists'attention in different ages,and has become a focus that is ceaselessly explored and discussed by different economic schools. Having entered into a new century , and facing the tendency of economic globalization , financial internationalization , and intellectual development , both the developed and developing countries encounter a problem of examining their government economy function.Government economic functions are the functions by which the government thoroughly perform, coordinate, serve and supervise the national economy from the perspective of macro-economic life.Meanwhile,it is the unity of means and methods to organise and intervene in economic activities for specific purposes.Western theory and practice on the government intervention in economy will have a positive reference to the orientation of economy functions of our China's government.its theory is made up of classical economic theory, Keynesian "insufficient effective demand" theory and the new economic liberalism theory,and its practice has experienced four stages: primitive state interventionism stage,night-watchers stage, a comprehensive intervention stage and mixed economy stage.After years of reform, China's orientation and implementation of the government's economic function has been greatly improved, but Many problems still exist, for example, economic functions of government can be performed in the wrong, overrun, or incomplete place.These problems have done great harm to China's economic and social development,such as the setbacks of the government's macroeconomic control, the disfunction of market regulation,economic power and continually growing phenomenon of rent-seeking and corruption.Faced with these problems, we should take some measurements below to orientate economic functions of government.firstly ,we should accurately orientate the government's economic functions, and we must learn from western successful experience; Secondly ,we should fully exercise innovation functions of the government's systems to build the government for the requirements of the market economy.Thirdly,we should adhere to people-centered view and comprehensively implement the Scientific Development Concept.Fourthly,we should stick to the Strategy of Sustainable Development.At last,we should strengthen and improve macroeconomic regulation and micro-intervention so as to promote the harmonious development of China's economy and society.
