| Forestry is a basic industry and public utility, which is is playing an increasingly prominent role in the process of economic and social development. Heilongjiang forestry industry region. It is the largest state owned Forest Region, which accounts for1/4of the land area of Heilongjiang Province, and makes great significance to the national construction. The key to clarify the position of forest government is to achieve comprehensive coordination and sustainable development. Thus it can fulfill its function correctly, and fully plays the role.This paper studies on the orientation of government functions in Heilongjiang forestry industry region, in order to explore new ideas for the establishment of a well-structured, efficient management of the forest region. This paper hopes to improve the management and administrative efficiency of the forestry government through a well-defined function orientation, so as to realize the comprehensive, balanced and sustainable development of the forestry region.This paper based on the theories of limited Government, entrepreneur Government and service-oriented Government. Firstly, it points out the "offside" and "defaulted" problems by analyzing the current status and issues of governmental function orientation in Heilongjiang forestry industry region. Secondly, this paper analyzes the impact factors of governmental function orientation in Heilongjiang forestry industry region, mainly including the natural factors, economic factors, political factors as well as cultural factors. Thirdly, it puts forward the guiding ideology and the principle of function orientation in Heilongjiang forestry industry region from three aspects which are the manager of national forest resources, the helper of forest industry development and the guarantor of forest community and people’s livelihood. At the end of the paper, it concludes the assurance measures of carrying out their functions correctly in Heilongjiang forest industry region. |
