The fundamental experience can be drawn from the development process of the countries that are strong in their economy. That is basically exerting the market-oriented mechanisms and timely adjusting government role to reinforce the government intervention in social and economical activities, which vary significantly regarding the political and economic environments.Rural China has being experienced tremendous changes after operating the system of job responsibility of family joint production and contract. During this period there were several unusual economic growths. However, agriculture has increasingly been negatively connected with state' s economic development during the process of marketization, industrialization, urbanization and modernization. In the past, we often were proud of thissaying-21% of the world people are fed by 7% of the world cultivated area,but we did not notice that 40% of the world peasants only fed 7% of the world non-peasants. One of the reasons is that the farmers cannot properly be engaged in market economy, given their traditional and idiosyncratic restrictions. But the most important reason, on the other hand, is institutional impediment such as insufficient agricultural inputs, surplus agricultural labor forces, less opportunities for agriculture development, farmers' heavy burden, and unequal treatment. All above aspects has inevitably related government to some extent. So, it is necessary to recognize again and adjust the governmental function in rural economic development, and it is also necessary to push the process of agriculture marketization through institutional innovation.The thesis employs an integrated approach which adopts the theories of economics, management, institutional economics and so on and defines the implication of the governmental function at both macro and micro level referring to the useful experience of the developed countries; it systematically clarifies the operational mechanisms of the governmental function and scientifically orienting the governmental function though theoretically analyzing the logical relationship interacted between agriculture marketization and government conduction; it establishes a scientific analysis platform by using the method of SFS (Structure-Function-Performance) though systematically evaluating thegovernmental function and positively analyzing the impact of the agricultural economy growth. At last, in order to push the process of agriculture marketization in our country, it provides several policy suggestions pointing to the governmental function' s adjustment and creation.Research characteristics and innovative points in the thesis are bellow:Integrating latest theoretical achievements on the operational effect of the governmental function.Giving and using the function link-up theory, establishing a evaluation system for comprehensively analyzing the operational effect of the governmental function.Summarizing several governmental function models, such as marketizationmodel, participation model, elasticity model, ect according to the features"presenting in our economy transition and lessons drawn from the westcountries through analyzing the future development trend of the governmentalfunction.Putting forward suggestions on rout selection, plan design and policy systematization, which are a little advanced and considerably operative.
