The Philosophical Analysis Of Further Reform Of The Chinese Administrative System

China has reformed the administrative system five times since the reform and opening up and has made great achievements .But there are still lots of problems ,such as the administrative thought, the function of the government,the administrative structure,the administrative management methods and so on.The reform of Chinese administrative system, based on the philosophy theory that the change of the superstructure should be consistent with the development of economic infrastructure,has been in the process of affirmation,negation,negation of negation,our government being both the object and the subject of the reform.There are two theoretical supports during the further reform of the administrative system.On one hand,Chinese traditional administrative culture can be used to achieve the goal of promoting the reform of the administrative system,to improve the public service of the government and keep the administration harmonious in present times;on the other hand, we can take advantage of the foreign theories of the administrative reform to transform the Chinese government functions, to improve the efficiency of the government, to promote the administrative legislation, to establish a public-service-oriented government and to change the government's management model.At present, there are two main reasons for promoting the reform of the administrative system.Its external necessity is that it's helpful to improve the socialist market economic system,to further the reform of political system,to build a socialist harmonious society,to urge cultural structure change,to adapt to the global environment changes of ecological administrations,to train outstanding public servants of the state,and to meet the basic principles and specific rules of the WTO. Its inherent necessity can be the need for the nature of government administration,the need for a rational division of the government's administrative power structure,the need for value tends of government administration,and the need for the development of the administrative reform and modernization.Now,the overall goal of the reform of the administrative system is to establish a standardized,well -coordinated, fair and transparent,clean and highly efficient administrative system in order to conform to socialist market economy,and its specific goal is to establish a public-service-oriented government.Therefore, promoting the reform of the administrative system must adhere to the principle of progressiveness, the principle of coordination and the principle of drawing.By updating ideas, focusing on the most important part of the administrative system, further adjusting institutional arrangements, improving the supporting reform of the administrative management system ,innovating operational mechanism and mode of the government, and strengthening the supervision and control of executive powers,we can achieve the aim of perfecting the Chinese administrative system.
