China's Non-Traditional Security Issue In Globalization

Since the end of cold war, profound changes have been taken place in the world events. Along with the speed up of globalization, the security issues which the country faces are in constant change and adjustment. Compared with the traditional military safety framework, breakthrough has been made in the research in national security domain that much attention has been paid to security issues that didn't seem to have strong relation to security and didn't arouse people's attention previously. Conflicts among the race, the proliferation of mass destructive weapons, the sharp increase of world population, the spread of AIDS, the impoverished condition of the whole world, the destruction of the earth ecosystem and so on, all pose a threat to people's survival and the development. These problems can not be explained and solved by the traditional thoughts on country's safety. The non-traditional security issue has been put to every country's security strategy agenda after 9.11 accident occurred in America in 2001, serious acute breath syndrome (SARS)in 2003 and tsunami occurred in Indonesia and other countries in 2004. Our country has been no exception. Joseph S. Nye pointed out profoundly, "In an era of globalization, compared with the former time, it is far from enough to safeguard our motherland by merely defending our country's frontier." The appearances of these security problems require people looking and treating them from a brand-new angle and method. Traditional thoughts on country's security could not adapt to the reality, and one need to adopt a kind of new angle of view to understand and grasp the new security environment and its characteristics. This kind of new understanding was non-traditional thoughts on country's security.Looked from our country's own situation, our country's domestic situation and the international standing in international society have had very big change; the policy of reform and opening-up and the economic construction strengthened our country greatly; remarkable improvements have been achieved among China and the outside countries along with China's frequent contacts with them; realistic possibility considering large-scale conflict related to our country and the breakout of the war becomes smaller and smaller. However, our country's security environment is more and more related to the that of other countries; other country's non-traditional security issues influence our country day by day; our country's non-traditional security problem is prominent. Therefore, we should be positive to deal with the change, and seeks one effective key to the situation for our country's national security. This article mainly discusses China's national security issues in the globalization advancement, and proposed that the cooperative security be one effective way to solve the present China's non-traditional security.This article is composed of four parts besides the introduction:The first part elaborates the elementary theory of non-traditional security and this question is elaborated from two aspects: First, briefly define the non-traditional security connotation; second, analysis has been made on the relations between non-traditional security and the traditional security issues.The second part elaborates non-tradition security problems in globalization advancement. Firstly, the article explains the prominent non-traditional security problem in globalization advancement. Next, the article shows the impact of non-traditional security problem on international relations from pro and con two aspects.The third part introduced the non-traditional safe threat that China faces in globalization advancement. The article explains from six aspects, namely, "The Tibetan independence China faced", "the Tibetan independence", the terrorism and the separatism safety threat, the financial safety threat China faced, the information security threat China faced, environment safety threat, population safety threat, and safety threat of dangerous infectious disease.The fourth part of article ponders the way that China adopts to solve the non-traditional security problem in globalization advancement and points out that cooperative security will be one of the effective ways to solve China's non-traditional security problem in globalization advancement. Firstly, ponders on the theory of it in globalization advancement; next, analyze the strategy that China strengthened the cooperative security in globalization advancement.As to the research technique, this article used the comparison research technique, making comparative analysis between non-traditional security and that of the tradition; and illustration technique, illustrating China's non-traditional safety threat with examples; and induction technique, through analysis, summering the measures which China should adopt facing non-traditional security problem.This article attempts to analyze China's non-traditional security problem in the background of globalization, and puts forward the method of cooperative security to solve China's non-traditional security problem, which hopes to shed light on China's non-traditional safety research.The author thinks that he possesses superficial knowledge, and limited ability. Moreover, the research on non-traditional security covers extensive fields and certain levels of complex academic questions. This research is also a new domain, and the framework of this theory has not taken shape. Although diligent, the author thinks that there are obvious insufficiencies in this paper. Therefore, the author requests earnestly that the professors rectify the mistakes.
