International Security Cooperation In The Process Of Globalization:Debate Of Theory And Exploration In Practice

With the progress of further globalization and the end of Cold War, as an important factor influencing international security, non-traditional security problems begin to come forth increasingly, great changes have taken place in the subjects, objects, elements and instruments of international security, and the new security notions arise at the historic moment. As an effective way in which national security is maintained and common security is sought in various countries under circumstances of globalization, the international security cooperation has been attached importance to and taken into account within national security strategy. However, because of the different status in the international system between developed countries and developing countries, there exists a huge discrepancy between both sides in the feelings of existent threat and the cognition of security interests. This kind of discrepancy is not only embodied in the different understanding of the new security conception, but also reflected in the debates about international security cooperation theory. From the angle of China, with the new security conception and its different understandings as the start, with the connotation change of international security cooperation under the background of globalization as the center, with the different understandings between developed countries and developing countries of contemporary international security cooperation as the emphasis, the paper emphatically analyzes the national sovereignty security and the new security factors brought into the security field which causes great influence on the contemporary international security cooperation. Combined with the practice that China participates in the international security cooperation, it also analyzes the problems that China faces while participating in the international security cooperation. The full paper is divided into the following six chapters.Chapter One reviews the retrospection and criticism of traditional security conception in academia, the basic connotation of the new security conception and different understandings of the new security conception between the developing countries represented by China and western countries. Security is the result of the times and has different connotations with times. With the globalization deepening and the non-traditional threat protruding, people have carried on a deep introspection into traditional security conception regarding country as the center, taking military for the content and taking "self-help" as means, and such new security conceptions as "common security", "comprehensive security" and "cooperation security" have emerged.
