The 13 years'Regional Ruling of the Chinese Communist Party during Yan An Period covers three phases in modern Chinese history, chronologically from the Agrarian Revolutionary War, the War of Resistance Against Japanese, to the War of Liberation. During this period, the Chinese Communist Party, in consideration of the special features of its regional governing and for the purpose of consolidating its ruling status, has established the democratic power of Anti-Japanese Aggression in border regions of Shan Xi, Gan Su, and Ning Xia provinces as well as in each base area; it has also implemented economic and cultural policies of New Democracy and trained large numbers of outstanding cadres and talented people, thus laying a sound foundation in terms of the political system, economic policies and human resources for its later nationwide ruling. Meanwhile, the Communist Party of China (CPC) has accumulated much successful experience concerning the relationship between Party and government, the political system, the supervisory principles, the development of the ruling style, and so on.The CPC's governing during Yan An Period has functioned as an indispensable link in the ruling history of the CPC, for the political, economic and cultural policies formulated and cadres trained in this period have helped to lay a firm foundation for Chinese independence. Therefore, the study of the CPC's ruling and its experience obtained in Yan An Period will bring significant enlightenment for the CPC, under the contemporary circumstances, to explore its ruling rules, to improve its governing in a creative manner and to consolidate its status in power by adhering to the scientific, democratic and legitimate ruling.
