The Study Of The Responsibility Structure Of Local Government In China From The Perspective Of Governance

The power of government and the responsibility are inseparably connected. The value-orientation of the responsibility is historic and developing. The rise of local governance imparts local government new responsibility proposition with the contemporary characteristics. After the development for more than 20 years, Chinese market economic structure has initially formed and been entering the stage of being further reformed. Meanwhile, the civil society of China is developing rapidly. So, the local government is heading for governance. However, though market organizations and social organizations have shown their advantages in the management of public affairs, local government of China is still staying strong at a state of being dominant or in control. For the sake of its own benefit, the local government uses the strong power to integrate and regulate the social public resources at its own wish with the strong power of the state. Because of the lack of responsibility bind for the power operation of the local government or because of the inherent impulse to shoulder the unlimited responsibilities, the power barbells of local government extend to every field of the society and make an Almighty government characterized by centralization of power in the planned economy period, which controls every thing of the society , monopolies the supply of public goods and service, and restrains the development and autonomy of the civil society. Another fact is that during the course of the opening systematical reform, market organizations and non-government organizations involve the supply of the public goods and service, some local governments, however, give up their responsibilities which should be kept. So it is very important to establish and improve the responsibility structure of local government of China against the governance background in order to promote the ongoing transition to local governance.Combining the theory with practice, the paper attempts to investigate the responsibility structure of the local government in china from the perspective of governance, by adopting the research method of normative analysis and positivism method. The paper includes five chapters in all. The first chapter is the preface, containing the posing of the research problem, the purpose, the significance, the features and methods, the theories and perspectives and the literature review of the research; The second chapter mainly defines several concepts and expatiates the responsibility structure of local government in China in the planned economy period; The third chapter mainly focus on the transformation of the responsibility of China in the period of transition; The forth chapter, the crucial part of the paper, mainly elaborates the responsibility structure of local government which consists of institutional responsibility, systematical responsibility and mechanical responsibility from the perspective of governance; The last chapter gives some suggestions to improve the responsibility structure of Chinese local government from three aspects of strengthening the ideal innovation, reinforcing the system construction and the return of the master position of the citizens .
