The Construction Of Responsibility-oriented Local Government From The Perspective Of Governance Theory

Democracy is a historical origin and also the inevitable trend of human society. As a modern political philosophy linked to democracy, the rule of law and civil liberties, responsible government is meaning of the construction of socialist modernization in China and the value orientation China's reform. Governance theory advocates limiting government power, use of non-political forces in management, more emphasis on consensus-style democracy, the power of multi-center, and responsive, interactive and other modern democratic ideals. Governance theory in the social management concerns on a wide range of other social organization, at the same time, governance proposes higher lever of the government's, re-positioned the government functions and roles. Government still functions and there is no corresponding weakening of the government. The government should not only clear their own terms of responsibility, that is, "What should be governing," but also be committed to the improvement of government capacity, that is, "how to govern", which relates to the governance instrument of choice. The country's political system of local government is an important component of the country in the whole development and plays a decisive role. Local government management draws close to people's lives. Local governments are places of nurture democracy, the cornerstone of economic growth and the basic of development. Local governments response to the changing needs of people with strong sensitivity, are able to know the real needs of the local people and consistent with the public demands for the provision of public goods and public services. The establishment of responsibility-oriented local government not only contributes to harmonious society, but also includes the value of democracy norms. It is the goal orientation for local governments to carry out institutional reform and the transformation of government functions.This article researches the construction of responsibility-oriented local government from the perspective of the governance theory. Firstly, it explains the link between governance theory and responsible government. Governance is that a lot of actors set up the complex partnerships in an interdependent environment, public and private sectors to share power to achieve the cooperative management of the society. But governance does not undermine the government's role in the social management of public affairs, but to strengthen the government's responsibility and social responsiveness. Secondly, the article has been analyzed the basic and objective requirements about the construction of responsibility-oriented local governments. Thirdly, it is the analysis on the present situation of the construction of responsibility-oriented local government. Although the construction of the responsibility-oriented local governments have been made some achievements, there are still some problems, such as the shortage of relevant laws and regulations about responsible government, the fuzziness of the responsibility in cooperative governance, weakness of traditional management of local affair, non-scientific performance management about local government, Imperfection of civil society in local government, imperfection of supervision system in local government. Finally, the article puts up the solutions about the six problems above, such as: to perfect the system of laws and regulations of responsibility-oriented local government, to perfect the responsibility of the other multiple organizations, to establish dominating competition-cooperation system under the local government, to Strengthen the scientific management about the performance of local government, to cultivate the civil society positively, to strengthen the ethical supervision system.
