From 1990s, Government performance management has been to be a very problem in modern public management area, The study of performance management became a conspicuous studying, however, Scholars was lack of the knowledge of"reverse effect"about the shortage of performance management or immature,"Reverse selection"is a kind"good currency"drive out"bad currency"then impacted on a detrimental situation. This paper takes this definition to the studying of government performance management. In order to show the reverse effect which is from the imperfect management of governmental performance. The problem of"political engineering project"just is the specific expression of this"reverse effect".Government engineering projection is a kind of phenomenon which some officials from personal political position, Seek partly political performance or false political performance, thereby created large loss on county, collection and people. In essence,"political engineering project"is a kind of corrupt behavior. The reverse effect is worse than general corrupt behavior. The phenomenon of"political engineering project"some degree is flooded in our society. From the side of harmfulness, we should renovate or eliminated concentratly. This paper try to use theory frame to seek useful prevent policy. Including part-way balancing frame mold, supplied technology vision and exceed"reverse selection"with theory frame of value view.First chapter first had expounded the selected topic origin, then inthe analysis selected topic background, the selected topicsignificance as well as summarizes the domestic and foreign researchpresent situation in the foundation, proposed the full text researchtechnique and the mentality, and have explained this articleinnovation spot.
