Based on the analysis of present international and domestic situation of tunnel engineering management, this paper illustrates the basic contents, purposes, significance and the necessities of human resources management in managing tunnel engineering project after expounding the construction organization of engineering project management, management principles, and human resources management of construction project.After being familiar with the characteristics of the tunnel construction project, this paper organizes the structure for the tunnel construction project by form of matrix, and it makes a selection of project manager through qualitative and quantitative appraisal. At the initial stage of tunnel construction, this paper stipulates the duties of every post in the work team, and clarifies individual responsibility by putting theory into practice. "eight points" management method is brought forward to manage staffs. In appraising the staffs work performances relatively advanced appraisal methods currently are adopted and integrated to make objective appraisals for staffs work performances to the maximum extend. In the payment control the equality principal is fully utilized so as to stimulate the staffs' enthusiasm.The practice proves that, with the guarantee of project quality, a series of human resource management regulations expedites the speed of project construction, shortens construction period and saves the cost. The salient achievements are as follows:1. Linking theory with practice, this paper adopts a modified matrix form to set up management organization structure for tunnel engineering construction project. With the guarantee of the quality of project manager, staff flexibility is fully developed, and human resources are fully utilized as well, which plays an important role in the management of tunnel construction.2. By managing the human resource of tunnel engineering construction project, the management and technical personnel are obtained, and their advantages and good qualities are fully developed, so it ensures everybody isgiven to full play to his talent.3. In the managing the tunnel construction project, the system of post responsibility is established and work duties of each staff are clarified. As a result, it controls acts of excess exercise of power and improper operations, and reduces accidents and conflicts among staffs as well.4. In building the team for this project, "eight points" are generalized after comprehending the project and absorbing the domestic and international experiences and devoted management, which fully develops work enthusiasm of each staff, and reduces unnecessary non-production waste. Many valuable experiences are therefore accumulated. It provides sample basis for later relevant management.5. Through the management of tunnel construction project, the project makes a conducive social, economical and environmental benefits. By guaranteeing the project quality and work environment, it expedites the speed of construction, shortens construction period by 3 months.
