Research On The Performance Evaluation Of Casic Military Engineering Project

As the national defense construction efforts continue to improve,since the end of "Ninth Five-Year Plan",in order to meet the military research and production tasks,the third Academic of China Aerospace science & industry(CASIC)carries out a number of military engineering project throught self-financing and other channels.The cumulative investment scale reached more than 10 billion.As the CASIC is the state-owned enterprises,the construction of military engineering projects is to ensure the completion of production tasks or political tasks for the construction project primary goal.With the further advancement of the market economy and the introduction of the competition model of military research and production,the CASIC has introduced the means of performance evaluation of military engineering projects afterwards.It aims to evaluate the project construction comprehensively and objectively.However,from the existing evaluation methods and the application of index system,there are some problems such as lack of performance evaluation,lack of performance evaluation index,quantitative analysis of performance evaluation,lack of feedback on performance evaluation,and so on.The research method based on military project performance evaluation is still at the initial stage."Thirteenth Five-Year Plan" began,the state,the company's investment policy to further tighten the project,the construction of the project from the ability to protect the performance of the type of change,which requires military projects in the limited investment to play a greater utility,More military research and production tasks,so the performance of the entire process of military engineering project evaluation is particularly important.This paper will analyze the existing performance evaluation methods in the course of actual use,and use the method of Balanced Scorecard and combine the characteristics of military engineering project with the characteristics of military engineering project.This paper evaluates the performance by using the analytic hierarchy process method,establishes a set of index system and evaluation method which is suitable for the performance evaluation of military engineering projects,and carries out the actual situation through the typical case verification.The study on the performance evaluation of the military engineering project will help to evaluate the whole process of the follow-up military engineering construction project,reflect the investment value and fill the gaps in the military engineering research process.
