Discussion On Citizen Participation Of The Public Policy-making Hearing System

The public policy-making is the core link of the government administration. It decides the goal and the direction of the government administration .It is also the key factor that affects the efficiency of administration. Its result involves to the national and people's basic interest. At the end of 1980s, our country starts to introduce the hearing system. "Price Law" ruled about the hearing procedure, it symbolized that the hearing system entered into our country public decision-making domain. It is possible to limit the government authority when citizen participates into the hearing system in public policy-making, the public decision-making will be more scientific, and citizen's right will be better protected. It is an effective action to supervise the public power, and prevent from the executive power being corrupted. Perfecting the citizen participation of the hearing system in public policy-making can promote our country to be a legally nation, construct the harmonious society. It is very important.This article takes our country politics, the economy, and the transformation of social domain as a background, takes the Deng Xiaoping's Theory and the thought of "The Three Represents" as groundwork. This article adopts the thought of constructing harmonious social and the idea of scientific development as instruction. This article utilizes standard analytic method, literature analytic method, case analytic method, logical deductive method and some theory method to analyze problems.
