The hearing system stems from western countries whom owned amplify necessary legal system which first be applied to judicial domain , then it be leaded to administrative domain and legislative domain step by step .At the end of 1980's ,the hearing system was leaded to China ,the regulation of hearing procedure in price law symbolized the hearing system enter into public policy—making domain in China . The article discussed from the concept of public policy—making hearing system and analysed the basic theory of public policy—making hearing system produced in western country and legal basis of hearing system established in China . After that, analysed the function of hearing from two angles totally six aspects about the democratic value and technological efficiency. Confirmed the significance of hearing in the course of modern public policy—making .Look back on the establishment course and acquired effect in implementation about China's hearing system ,pointed out the necessity to improve the public policy—making hearing system from the drawback of hearing procedure designed itself ,the complexity of public policy—making ,the non—publicity of governmental public policy—making and the WTO's articles requiring transparency four aspects.
