Study On Public Participation In Chinese Public Policy Making

Participation became a kind of universal and extensive human behavior under the modern democracy system. The range and quality of public participation was an important dimension to judge a modernization progress of a country. The participation of public policy means the citizen or organization join the government decision process by the certain way,path and procedure, to know the related policy information, and express their own opinion to influence the policy making, when the government made some policy or decision that related citizen benefits. To carry out the public participation not only a basic path to achieve policy more scientific,democratic and legalistic, but also influenced the choice of government to achieve the personal rights and privileges.With perform and open, Western policy science was introduced in our country. We build up a new system of modern public administration, the Chinese scholar realized the importance of public policy study, they made a great deal of theoretic research, and some practical research. The policy science developed rapidly after 20 years. However, the study of public policy in our country still fell behind the Western's; we didn't attach importance to the way of public policy making, lack of localizable theoretic research and practical research.Nowadays, it was an urgent problem that the governor should resolve with the public participation developed rapidly, that public governor how to choose the way with the different range and different quality in public participation. Our system of public administration should have international visual field, localizable thinking and behavior, use the experience of developed countries for reference, and connected with the current condition in our country, especially the process of public policy making, we should enhance the opening and clarity, ensure the citizen rights of knowable, participation and supervision, promoting the development of our socialism democratic politics.With the practice of public participation in our policy making, the article try to innovate the path of public participation and the legal risk in the government, synthesized the relevant subjects. First, the article used the theory of democratic consultation and the theory of public choice as its theoretical foundation, discussed the public participation in policy making, and defined the public participation. Second, from information exchange, democratic consultation and joint policy making, I approached the way of public participation from different angles, related the current situation of policy making, and summarized the difficult position in the public policy making. At last, from the government, the citizen and institution building, the three aspects put forward proposals to improve and perfect the public participation in our policy making.
