The Study Of The Citizen Participation In The Public Policy Of Contemporary China

The legitimacy, rationality and feasibility of the public policy made by the organ of power mainly depend on whether there is a citizen participation in the policy-making and whether the policy fits the social public interests. With the great change of the international and domestic environment of contemporary China, the citizen participation in the public policy-making by the organ of power has become a remarkable kind of social political phenomenon, which is not only the objective requirement of the public policy system improvement, but also one of the important components of the democracy construction of the contemporary China, and it also reflects the historical trend of our national democratization development.This paper, which stands on the social political reality of contemporary China, analyzes the citizen participation theory of several classical Maxim writers, and affirms the historical inevitability of the citizen participation. Based on the current situation of the citizen participation in China, this paper puts forward three restrictive factors of the citizen participation:undeveloped economy, relatively backward political culture and citizens' weak participation ability. According to these factors, this paper analyzes four problems of the citizen participation, including small range of the citizen participation, imperfect security system of the citizen participation, low self-quality of the citizens and the backward education of the citizen participation. In order to solve such problems, this paper discusses and puts forward the redressing measures of the citizen participation in China, which is discussed mainly in several aspects, including the system, the ability and the methods and so on. First, we should improve the system construction, including the consulting system before the establishing the public policy, the openness and hearing system during the establishing the public policy, and the responsibility and supervision system. Second, we should improve the political and cultural quality of the citizen participation and develop the education of the citizen participation in China. Third, we should enlarge the ways and range of the citizen participation, and we should also sufficiently communicate with the people.Besides, with the rapidly development of the modern scientific technology, the appearance of the internet has had great influence on the citizen participation and the democratic decision-making in China, as a result, the internet's development has promoted the construction of the e-government, and the development of the e-government has become one of the most important ways of the citizen participation in China,, which is of important significance to the construction of the democracy politics in China.
