Seventeenth report, with the economic and social development, political reform is necessary to actively and steadily, but also deepening the political participation of the people to the growing enthusiasm of the situation and adapt. With the continuous development of China's socialist cause, the continued strengthening of economic strength and international status has improved, people's living standards have greatly improved, but the relative improvement in material conditions, it is for democracy and rule of law , citizen participation and the pursuit of implementation is not enough. Which both the ideological consciousness of the masses on immature, more importantly, the Government in building socialist democracy and legal system should play a leading role in the missing.March 2010, occurred in Shanxi Province, "the vaccine" incident, the interest groups in order to maintain the vested interests of individuals, in people with relevant interest groups, the process of the game, exposing a series of problems of citizen participation . For example, the consultative body of the unequal share of social resources, resulting in not fair to the whole negotiation process; in addition to other forms of official contacts, informal contacts in the form has been limited; more prominent is the legitimate rights of citizens can not be guaranteed ; the main flow of information between the constrained and other problems.For these problems, in Habermas's "deliberative democracy" theory, under the guidance through the Shanxi "vaccine" incident review, analysis of the status of citizen participation and the issues put forward solutions to this problem, first build " the main inter-centered "communicative rationality; second is to explore and improve the two-track negotiation mode; third is to improve civil and political autonomy, to achieve the unity of human rights and popular sovereignty; Fourth specification implementation of the consultation process.
