At present, quantum administration theory is a new in the public administration management domain. In many aspects, unlike many other administration theories, which pay their attentions to the structure and function of an organization, the theory focuses on organization's quality and spiritual characters. Although such view cannot be easily understood, it has already become a part of the administrational practice.In 1996, Overman discussed the chaos and quantum theory at first. In 1998, Matthew S.Mingus discussed the relational holism and the possibility of the quantum administration in one of his articles. In the article, he elaborated on the duality of matter and consciousness. He regards the consciousness as some kind of 'wave' and the matter as 'particle', which is called the 'wave - grain' duality. This philosophy is called 'relational holism'. When the theory is utilized to the administration, it has formed the quantum administration theory. But, as a natural science theory used in the social sciences domain, the quantum way is different. More foundations and concepts of the theory are founded. And viewpoints and terms which can reflect the theory more accurate and clear are brought forward. Researching the quantum administrators has become a request to explore a new pattern of administration.The theory of quantum administration is not popular in China. In the research of administration activities of the leaders, the leading methods and leading styles are explored by the scholars. The abilities, characters, methods and styles of leadership are described in those research, which are based on the theory of Newtonian theory, and from the certainty and rules of the administration, and design the administration activities by linearity and measurement. Although the question of "humanity administration" is also delivered, but the varieties of the thought and mentality of the leaderships and their numbers are controlled in a stable and disciplinary range, in fact, trend to "administration system".In this thesis, the writer interviewed five government administrative officers, and learned how their personal consciousness influenced their administration activities and what administration efforts will be achieved. Although all the five officers are very successful in their own political areas, but there are huge differences among their characters, personalities, leading methods and styles. During the investigation and analysis, the author found that the successful leading activities are those which can impress the circumstance-cooperation relationship and interpersonal relationship by efficiently using their personality and thought, and at the same time accept the impact and change from the circumstance to their characters and thought. If they cannot adopt the impact and change from the circumstance, their leading activities could not achieve the prospective efforts and even fail at last.In the conclusion, the mode of administration is delivered based on both the Newtonian theory and the theory of quantum administration. The administration mode of Newtonian is whole, triangle, line-controlled and stable, while the mode of quantum administration is annular, varied, self-adjusted and uncontrolled. Quantum administration has its place; yet, the thesis does not suggest replacing one theory with another. After all, in the administration process, the two theories can be used together and compliment each other in order to achieve the optimal leadership effect.
