However, the Changjiang Delta and the Pearl River Delta, the most economical developed areas in our country, actually encounter the obstruction of present administrative regionalization, which is the typical expression of "the administrative region economy". This article takes game theory as the basic analytic tool, and dynamically analyzes various local authorities' behavior motive and the way in region economic integration advancement. Thus inquires into the root of "the administrative region economy". Moreover, through the feasible analysis towards the adjustment of central authorities' function and the administrative regionalization, the following conclusion is drawn: Local authority's self-coordination, central authorities' regulation and the administrative region's adjustment, all are unable to solve the problems of the regional economic integration and the administrative regionalization conflict fundamentally. Therefore, we must break the traditional train of thought, carry on the systematic innovation towards administrative public management, namely construct the interaction cooperation mechanism among central authority, the local authority, non-profit organizations and etc, and break the administrative region's rigid control of the regional economy. This system's breaking and reconstruction process is essentially an extremely complex system vicissitude. The system supply and demand theory and path dependence theory in new institutional economics are used as the analytic frame to inquire into the supply and demand factors and the innovation difficult position of the systematic innovation of regional public administration. Furthermore, it also analyzes the implementation tendency of regional public administration system in our country.
