Human resource is the 1st resource, and human resource management (HRM) is the core of organization management. Currently, the human resource management of Public Administration Organization is developing rapidly during the whole world. So does that of the Chinese Public Administration Organization. The scientific, efficient and reasonable HRM of Public Administration Organization is an important basis of building and perfecting public management system; facing the economical, technological, informational and trading globalization and the internationalization of human resource and improving the society to a healthy and sustainable direction. However, compared with those developed countries, Chinese human resource management lags behind the average level currently, and HRM of Public Administration Organization is even worse. It still stays in the traditional personnel management, and can not meet the development and social public's requirement. Therefore, the way of the Chinese HRM of Public Administration Organization is still long and hard, so there will be a lot of work to be done. This dissertation explores in the human resource management of Public Administration Organization and involves the following creative research:First, consulting and absorbing the essence of HRM in the enterprise, combining with the actuality and characteristics of HRM in the Chinese Public Administration Organization, the theory frame will be set up finally, which is fit for the Chinese HRM in Public Administration Organization.Second, the reason theory of employees' turnover is enriched. An employee satisfaction appraisal model is created on the basis of analyzing the factors, which affect turnover of Public Administration Organization's employees. This model combines employee satisfaction with personnel turnover and offers approaches to deal with it in Public Administration Organization.Third, actually, when facing the complicated environment, rather than the simple plus of each efficiency, a person's qualified efficiency is an integrated one in which each part is related affected and keeps balance. So the relationship among them is inneglectable. The appraisal theory and methods used currently carry out by listing several criteria then assessing employees' qualification accord to them. The final scores are computed by adding the grade of each part. These assessments in Public Administration Organization are even more a complicated system. According to the principles which state how mankind qualification reacts in the environmental stimulation, this paper offers a coordinated method to assess the qualification of Public Administration Organization managers.Fourth, nowadays, motivation is an important subject in economic and management field. The foundation of it in Public Administration Organization is also very important. This paper introduces model of principal-agent from Game Theory into the motivation of Public Administration Organization, and provides a good way to motivate employees. Constructing a perfect Game Model by distinguishing responsibility excitation agreement and optimum excitation agreement, this dissertation explains how a client's moral risk destroys optimum excitation. In system design level, it provides a theory criterion on further reforming of Public Administration Organization.
