The proper scale of government is important. It determines the harmony and development of relationship among government, market and social organizations. And it decides whether administrative reform can go further, which affects the realization of building a harmonious socialist society. Currently, China is in the stage of Local Government Guided Market Economy, which means local government management plays a key actor in economic development. As one of the five cities specifically designated in the state plan, Dalian is important to the rejuvenization of Northeast Old Industrial Base. Therefore, the scientific and rational evaluation of the scale of Dalian government is of great significance.The key to the evaluation is to realize that the growth of government scale cost is inevitable and to establish a notion of proper government scale in line with the times and national conditions. The service-oriented government that we initiate to build is featured by democracy, rule of law, transparency, limited power, efficiency and responsibility. In terms of a proper government scale cost, our aim is to build a limited and efficient one, which is the very essence of an effective government.Guided by the concept of effective government, this paper classifies the factors that affect the government intrinsic scale and external ones. The former or the more fundamental ones, refer to the internal and external scale of a government and the latter refer to the social circumstances that the government is in. This paper is mainly dedicated to the internal factors. The internal scale consists of a government's power and function, a qualitative analysis of which may help us better determine the external scale of a government. External scale is the carrier of internal scale, as reflected in its number of staff, costs, and agencies, a quantitative analysis of which may help us know the properness of the eternal scale. Based on these understandings, the author takes Dalian government as a subject for evaluation by conducting a qualitative and quantitative analysis. This paper attempts to find a systemic and scientific approach to the evaluation of Dalian government so that tools for establishing a proper-scale cost government will be explored and hopefully this will be useful in deepening the administrative reform.
