According to the international experience, both extrinsic and intrinsic factors play roles in the development of E-governance, but intrinsic factors are essential since they decide the direction and speed of E-governance's development, whether they are accommodate or not. Thus, this thesis focuses on discussing the intrinsic factors that influencing the development of E-governance in China. Although those intrinsic factors include many aspects, this thesis emphasizes analyzing and demonstrating three main factors: leadership, government process and government organization structure. Concerning leadership, the thesis illustrates its crucial effect from the international experience and domestic practice. As for the other two factors, the thesis starts the discussion of how to reengineer government process and reconstruct government organization structure after analyzing the influence of government process and government organization structure on E-governance's development.Finally, the thesis draws three conclusions: i) leadership is the most crucial factor of E-governance's construction; ii) government process reengineering (GPR) is the essential means of E-governance's development and the starting point of E-governance's establishment; iii) government organization structure reconstructing is the core content of E-government's construction, and also facilitated by government process reengineering.
