The Value Tropism Of The Public Policy Supported By The "Harmonious Society" Idea

After reform and openness for more than twenty years, Chinese economy keeps the high-speed, continual and stable increasing situation all the time. But as accompanied economic growth, a lot of social contradictions such as polarization between the bourgeoisie and the proletariat, corruptibility in vogue, employment difficulty and education injustice being perplexing Chinese society are still outstanding as before. These are growing public grudges at the back of contradictions step by step.Therefore, the 4th Plenary Session of the 16th CPC Central Committee has brought forward the idea of structuring the harmonious society. This is the up-to-date achievement that Marxism China spends. Public policy value takes the important component to being our country socialism core value system. It embodies socialism with Chinese nature characteristics. Under the idea of a harmonious society, further adjustments of political values are the major issue of building a harmonious society.Taking a panoramic view of Chinese and foreign public policy value of historical evolution, western countries achieve the changes from the traditional public administration to the new in the public administration, while our public policy is going through a political idealism to the utilitarianism. Meanwhile, because the utilitarianism triggers social contradictions, public policy value choices become the Chinese government's challenge. Although there are many papers exposition and the publication of textbooks about the public policy value, in scientific public policy research, the overwhelming majority is based on undergraduate teaching needs of the Society Studies. It is still a weak link to do further systematic research.The thesis takes the policy studying as the basic theory. It tries to analyze the value tropism of the current public policy value from the Politics angle with its predicaments and to analyze the "harmonious society" idea supported by the public policy value tropism. Firstly, draws on the west government experiences, takes the reality of China into account and takes the change and inherent request further. So the equity is the basic value choice of the "harmonious society" idea in order to further effectively solve problems. Secondly, the theoretical analysis based on how to achieve a "harmonious society" idea supported by the public policy value in order to put forward the following key approaches: take the equity as the value basis in the course of designing public policies; achieve the unity of operational efficiency and equity of the principle in the course of policy ; put the value of equity through the public policy assessment .Thereby the equity is more effective to solve the problem of livelihood for the basic value that is the fundamental value of building a harmonious policy.In a word, the Chinese government puts forward the great goal of building a harmonious society under the new situation. As the main means of the government, public policy is an important mechanism of building a harmonious society. As a matter of public policy and the basis of the inherent requirements value—equity, it provides a choice of public policy values and interests. So creating effective public policy and creating social justice in the distribution of wealth mechanism become the paths of building a harmonious society.
