As the administrator of the state and those implementing its policies , the level of the quality of civil servants is directly relevant to the actual efficiency and final results of the government's administration . But the trend of talents drain the young professionals and those with high diploma from the civil servants in recent years has its stability and effect of its structure and therefore hindered the consistency of government policies and efficiency of administration , the continual draining of talents in group has increasingly become a direct obstacle to the shaping of a high quality team in China's civil servants' sector.In this dissertation , the definition of talents working in public sections is given in the first place, followed by the distinguish between talents drain and talents drift , the status quo and the basic characteristic of talents drain in public sections of China in present, the harm and trend of talents drain in those sections has also been analyzed by the author. Influences from macro external factors like politics, economy , culture , and technology contribute to the phenomenon of present talents drain ,but the main factor can be found from organization and the civil servants themselves, such as ineffect the manage system in classifying civil servants, the incomplete salary system , the lack of scientific selecting and promotion mechanism, monotonous working environment , lack of propriate restraining towards talents . Taking all those mentioned above into consideration , this dissertation put forward several possible solutions as to maintain and attract talents , including the improvement in the classification of civil servants , the incentive system and salary system; the enhancement of the moral standard and spirits of devotion ;the strength of the restrainment of civil servants , and so on.
