Public servants play an important role in the public service of Chinese governments asthey make and implement public policies, and provide public products in the publicadministration. It requires an effective public servants incentive mechanism to transfer publicservants’ administrative idea and improve their efficiency and initiative, which is an effectivemethod to improve administrative effectiveness and government image, and transfer thegovernment function. At present, China is now in the period of transition to the moderneconomy where the original public servants incentive mechanism can no longer meet the needof the modern development and the existing public servants incentive mechanism cannotbring expected effect due to its own deficiencies. Therefore, it is an important task to reform,innovate and perfect public servants incentive mechanism. On the one hand, an effectiverational public servants incentive mechanism is needed to improve public servants’ initiativeand give full play to the government’s role as the administrator. On the other hand, aneffective rational public servants incentive mechanism is needed to adjust to the developmentof marketing economy and social development, and standardize and enhance the managementof public servants.This thesis makes a general theoretical analysis of the public servants incentivemechanism of the local governments, including its contents, structure and features, and thesignificance to innovate the public servants incentive mechanism. Then the thesis, taking thebasic situation of the public servants incentive mechanism as the penetration point, makes ananalysis of the main deficiencies of the existing public servants incentive mechanism of thelocal governments and their causes. In the last part, the thesis provides suggestions andmeasures to innovate the public servants incentive mechanism on the basis of the actualsituation of public servants management.
