Research On The Prevention Of Corruption At Its Source

China's current anti-corruption situation remains severe. Along with the rapid economic growth and the continuous deepening of reform and opening up, all kinds of corruption phenomenon become increasingly prominent. Serious corruption affecting the relationship between the party and the masses, shaking the party's ruling status; undermine economic development, and hindered the building of the construction of the harmonious society. Although in recent years the Central Party Committee has been increasing anti-corruption efforts, Eliminating a number of corrupt elements in the contingent of cadres, such as Chen Liangyu,Han Guizhi, Etc., but corruption does not fundamentally curtailed. Why does the phenomenon successively appear? where is the source of the emergence of the corruption? How to enhance the prevention of corruption from its source? These questions will be discussed in this thesis.In the introduction, the author define the concept of corruption, elaborate the corruption affect China's building of a harmonious society and endanger the party's ruling status .and the significance of the prevention of corruption at its source.In the first chapter, the author analyze the cases in many fields which covers Party and government departments,transport systems,financial systems and institutions over the past ten years. Summing up the type of corruption at this stage, such as Power transaction corruption,illegal possession of corruption,excessive spending and personnel appointments corruption, Etc. Summing up the new features of the corruption such as more high-level corruption,the frequent happens of "Top leaders" corruption,prominent phenomenon of the groups corruption,The incubation period of the corruption become longer,the field of the corruption expand, etc.In the second chapter, the author analysis the reasons for the frequent occurrence of corruption, reveals the root of corruption, such as corrupt elements ideological beliefs does not firm,the deficiencies in the existing administrative and legal system,the weakness in the supervision of the exercise of power.From the third chapter to the fifth chapter, the author focus on the proposed countermeasures on the prevention of corruption at its source in connection with the root causes of corruption : strengthening ideological and political education on the Party members and cadres is the basis of the prevention corruption at its source; reforming the institutional mechanisms for administrative is the guarantee of the prevention corruption at its source; synthetically using various of supervision forms, formatting the power mechanism of rational structure,scientific configuration,tight procedures,effective constraints are the key of the prevention corruption at its source.
