EU constitutional process has experienced several years of twists and turns, and it's now temporarily settled with the form of The Treaty of Lisbon. On retrospect, it's not difficult for us to find out that the development of European integration is the process of bargains between member states. Although it were Netherlands and France whose citizens refused the Constitutional Treaty during 2005, we still have to focus on the attitude of other member states, such as United Kingdom, who is always playing a special role in the European integration.This paper tried to use the current integration theories to analyze British attitudes and behavior during this constitutional process, making some complementarities to the current theories. Being a power in Europe, Britain's European policies not only influence its own interests, but also have great impacts on the development of European integration. It is necessary for us to probe into the constitutional process, and try to find out an approach to explain the special behavior of British government which will help us to predict the future of European integration (especially about the constitutional process of EU).
