Study On The Countermeasures For The Internet-Terrorism Crime

Nowadays, terrorism crime has become the most serious problem threatening world peace and security. With the rapid development of information and the internet, especially the interaction of elements such as the tendency of long existing conflicts, the incandesce of anti-terrorism, the reliance on the internet and the limitation of the system, the possibility and inevitability of integration of terrorism crimes and the internet are rapidly increased which created the internet-terrorism crime -- a more menaced crime. Compared with traditional terrorism crime, its cost is less, its subject is more complex, its organization is more hidden, its targets is more comprehensive and the crime will be more harmful. During the conflict with the internet-terrorism crime, the world society's influence and the international cooperation becoming more and more important. Different kinds of international and local conferences and organizations as well as related bilateral, multilateral and international treaties have already and also will have a big influence on it. Started from the difficulties we are facing now, it is necessary to take efforts to promote the global anti internet-terrorism crime Pact and make a full play of the UNSC, Interpol and the International Criminal Court, push forward new mechanism such as"anti-terrorism income sharing mechanism". Recently, many countries in the world has got some experience in restraining the internet-terrorism crime, such as heighten the significance to a national strategic level, further improve the efficiency of cracking the internet-terrorism crime, ensure the strength of confrontation and increase the technology input to prevent the crime. All this is worth to be referenced by our country. According to the weakness of our work, it is urgent and important to further improve the legal system, remain a close cooperation with the world, cultivate the professionals, promote the technique prevention system and introduce the compositive administration. Beside the introduction, prolegomenon and the epilogue, the whole essay divided into three chapters. In the first chapter, the essay made a discussion of the concept of the internet-terrorism crime which provide a logical start point to further study the measures to combat with the crime. Then the author analyzed the components of the internet-terrorism crime, the difference between traditional terrorism crime and the internet-terrorism crime. In the second chapter, the author mainly made a general evaluation and analysis of the measures to crack the internet-terrorism crime in the world, gave relevant suggestion on the international prevention and control program and summarized some experiences of some countries. In the third chapter which is the most important part in the essay, firstly the author based on the current situation of our country, analyzed the current situation in combating with the internet-terrorism crime of our country, then discussed the weakness of it, finally provided some creative and practical thinking and measures of anti-internet terrorism crime.
