Diplomacy In Central Asia Of Japan And The Strategic Choice Of China

The strategic position and the abundant natural resources in Central Asia make it become big power's important arena. The differences among big powers'strategic energy security, and the current situations of all countries in Central Asia, have brought up the intricate situation of political security cooperation and economic cooperation in Central Asia .Since the independence of Central Asian countries , the process of democratization in polity and market-oriented in economy have developed in a large scale ,but their situation and development degree are different.Countries such as Kazakhstan, Turkmenistan with abundant energy resources, etc. their economic growth rate have already been up to about 10%.In addition, even in the country which more smoothly increase in economy, the internal disparity between city and region exists also.In the face of this international situation, Japanese Government develop the relation with countries of Central Asia actively which starts from the need of energy safety and the status of big power in politics.Since 21th century, because the international situation is further changed, Japan feels keenly that the traditional diplomatic way can't meet its strategy's needs already. Therefore, the diplomatic thought under the guidance of new strategy arises at the historic moment. Japanese diplomacy of Central Asia is a great strategic demand which is subordinated to Japanese political diplomacy toward big power, with the further development of the multipolarity of the world, Japanese diplomacy of Central Asia has already surmounted the traditional category of " energy diplomacy " and " economic diplomacy " and transited multi-level diplomacies that regard economy and politics as equally important. Such comprehensive diplomatic behavior is to the result after the introspection of the diplomatic efficiency that Japan valued economy more than politics during the 20th century.At present, our country pays close attention to Japanese behavior in Central Asia day by day, but because this regional issue is still newer and uncertainty, the research results on this respect is rare comparatively. Currently, most research are confined to the diplomatic reality and analysis of diplomacy behavior of Japan to this area, but few of them pay attention to its impact on our country and Chinese countermeasure to Japan's factor. Though a lot of articles have proposed warning the diplomatic level that Japan is upgrading constantly, few of them noticed the generalization on the reason behind this issue and the analysis of the consequences . Moreover, most of research on it appears in the form of thesis, special books on this question are extremely rare. So, the issue of this field is still a new problem at home. Just because of this, personally, we should strengthen the concern and study about this issue. The issue of Central Asia not merely involves the realization of the peaceful development strategy of our country and harmonious world goal, in term of realistic angle, it concerns directly Chinese synthesis security also. Therefore, this text will research the countermeasure of our country on the base of analysis toward the behavioral in Japanese diplomacy in Central Asia .This text is divided into four major parts mainly. Part one, it is to the argumentation of Japanese concrete diplomatic practice in Central Asia, this part sums up Japanese diplomacy of Central Asia as two major parts, political diplomacy and economic diplomacy which combining with concrete event; Part two, to analyze the reason behind of Japanese diplomacy of Central Asia, from regarding the development of the national foreign strategy in Japan and the analysis of international political situation to expounded the diplomatic internal cause and external cause of Japanese diplomacy in Central Asia; Part three, it is the assessment on diplomatic efficiency to Japanese Central Asia, this part has been analyzed from two respects of positive and passive, and propose two restricting factors which influence Japanese current diplomatic situation in Central Asia, that is, big powers'games in this area and Japanese relatively remote geopolitical position; Part four, it is the countermeasure of our country toward Japanese diplomatic behavior of Central Asia. In this part, the article proposes our country should be supported by Shanghai Cooperation Organization, build and construct a real regional cooperative association through improving the construction under the harmonious world visual angle. Furthermore, drawing lessons from the Overbriming Theory in Neofunctionalism to analyze Shanghai Cooperation Organization.In general, every Central Asian countries are the important neighbouring country of our country, the development and stability of this area is one of the strategic starting points of harmonious world and harmonious Asia, moreover, a lot of big powers covet this area and their force permeate in this international community, China should respond them with high-level concern. Japanese Diplomacy of Central Asia is the double interests which include economy and politics, reflect Japanese considering to China and Russia.
