Salary Management is not only the center of human resource management, but also the most important and most sensitive part of the implementation of the civil service management process Reasonable pay system can attract talented people to join the civil service, improve the quality of the civil service, help the civil service to achieve the goal of optimization and stability,play a facilitating role in the protection for the integrity of the civil service. The current civil service pay system have run for more than ten years ,contuibuting to the social stability and economic development.however, with the great changes of our country's social, political and economic environment, , especially the phenomenon of the civil service pay rise in the last two years which has dissatisfied community members, A reform of the compensation system is required.There are four parts in this paper:the first part defines the definition of civil service compensation and introduces its structure and function as well as the relevant theories.The second part introduces the history and the development of the existing compensation system of the civil servants, especially deeply analyzes the existing problem of the existing compensation system .The last part comes to a conclusion that we improve the salary system from the principle basis of the system of the salary,classify and manage, level of the salary, wage structure, and modify bonus system,welfare system and supplementary measure.
