Network Society Management In The View Of Governmence Theory

With the development of computer and electronic communication technology, network society attracts more and more participants and becomes an important place for public activities.It is more challenging for public managers to manage network society than real society because of the characteristics of network society and network communication. For example, network society breaks the information monopoly of public managers and network becomes one of power sources and it is more and more political.And network media becomes more powerful than before, it is a new challenging task for us to guide the direction of public opinions because of the changing of the public opinion control logic. Network society could be used for public topic setting and emotion ferment, and it could become a kind of society mobilization power to impact the management order of real world. The network youth leagues develop very quickly and bring more challenges to the management of youth leagues in real world. The generation growing with the development of network has a lot of characteristics of network participants, and how to guide them to form right value is an important problem need to be solved urgently.As a new theory paradigm, Governance Theory introduces a disparate, self-organizing, cooperative and ideology eliminating public governance model. This theory is very revelatory for the healthy development of network society and the improvement of management capabilities of our party and government. Compared with the requirement of Governance Theory, our government is not efficient in the aspects of laws, organization management, technical operation and industry self-discipline. In the future practice of public management, one part of work is to strengthen the management of entities which offer technical supporting for network society. To do this we should reform the systems, weaken administration control and improve industry self-discipline and collectivity management. Another part is to strengthen the management of non-entities which include the value contents in network.
