Demonstration Study On Local County Government Performance Evaluation Reform

The government performance evaluation is not only an academic problem in the new public management theory, but also an impending and important realistic problem in our building of a service-oriented government. It plays an irreplaceable role in respects such as evaluating government capability, inducting and monitoring the government's actions, enhancing the performance of the government department, improving the relationship between government department and the public and so on.Ever since 1970s, with the strengthening awareness of the government cost and public supervision, government performance evaluation has been paid great attention to and been valued highly. It was launched as an important political activity in western countries and was immediately become a significant measure taken widely by the western governments. In recent years, with the deepening reform of our administrative system, the new public management theory has gained more and more attention from the theorists and government authorities at all levels of our country. Meanwhile, the academic study on government performance evaluation has also been carried on vigorously. However, the work of government performance evaluation has never been carried out and executed widely. Though there are quite a few achievements in theory study in this field, and relevant departments of our country have also developed a better evaluating system, they are just in theory but not in reality. Most of the theory achievements have not been transferred into practical scheme, so the government performance evaluation reform have not been carried out widely all over the country, neither have the existing local government performance evaluation activities been advanced or deepened. As an ancient Chinese saying goes, " One who can govern a county well can also govern a country well", so to some extent, the carrying out of the government performance evaluation reform all over the country can be advanced through studying and summering the experience of typical local government performance evaluation reform activities, which is of great importance in expediting the process of the government performance evaluation reform in our country. Therefore, with the advantage of years of practical experience in local government performance evaluation activities, the writer reviewed and summarized the evolution of the government performance evaluation activities in Wujin district in Changzhou, analyzed the advantages and disadvantages, and tried to find out according to the evolution the inherent requirements and underlying forces of local government performance evaluation. On such basis, several feasible proposals are come up from micro and macro level on how to improve and advance the work of local government performance evaluation.
