Quality-oriented Local Government Performance Evaluation

Malcolm Baldrige National Quality Award is one of the world’s three quality awards. It rewards organizations of outstanding operating performance with the Baldrige Criteria for Performance Excellence based on the investigation to the enterprise or organization from seven aspects. In this way, the award has made outstanding contributions to improve the overall competitiveness of the United States for performance development of American manufacturing, services, education, healthcare and non-profit organizations and so on.With the further development of socialist democracy, the people have more expectations and higher requirements on the services content and service levels provided by the government. How to be more efficient and convenient to serve the public and improve government performance level has become an important task of the contemporary governments all over the world. As the scientific performance evaluation system and methods of government performance play significant role in promoting the government performance optimization, and thus learn from the advanced performance evaluation methods worldwide and improve the existing government performance evaluation system become extremely urgent for our government.Because of the important effect of Malcolm Baldrige National Quality Award in evaluating the performance, this paper to aims to explore the feasibility of excellence performance evaluation criteria been introduced into government departments on the basis of government departments, combined with the status quo of China’s Government Performance Evaluation. We can learn from its beneficial aspects and complement our existing government performance evaluation methods to improve government performance levels and serve better for the public.
