The chief administrative officer of the government plays a prominent role in the leading group and the construction of cadre team. He shoulders the responsibility of giving counsel, appointing cadres, grasping management and promoting development. We regard him as the demonstration and the guide. His image and quality determine the construction of cadre team and the working status of the official department. Thus, it is of great importance to analyze, select and cultivate the chief administrative officer.There exist defects in the traditional way of selecting talents by using the intelligence test because there is no positive connection between"high intelligence quotient"and higher performance. David McClelland, the American psychologist, brought force questions to the traditional way of the intelligence test in his article TESTING FOR COMPETENCE RATHER THAN INTELLIGENCE published in 1973. He put forward that the research on competence should take the place of intelligence test. After the successful operation of the competence theory in the commerce field, the academic circles raised the rampage in modeling the competence research.The paper uses the competence theory and the practical experience for reference and adopts the way of investigation, questionnaire and interview, statistic analysis and generalizing method. It also uses SPSS Software Package to do the characteristics factor analysis and establishes the factor model of the competence research on the chief administrative officer of the government. Considering the ideology and morality, relationship management, the consciousness of law, knowledge character, role cognition and performance awareness, it comes out that the key of the competence is composed of 15 common factors like justice ho legal handling affairs nasty, political democracy, organization and coordination ability, emergency ability, self-discipline, circumstance cognition, speciality innovation, expression ability, being pragmatic, the service orientation, duty understanding, the interest consciousness, benefit consciousness and achievement motivation.Besides researching on the construction of the factor of the competency of the chief administrative officer of the government, the paper deeply researched the status of the post competency of them. It also compares the gap between the criticality and the evaluation score and the different effects of the gender, age, working time to the criticality of the chief administrative officer of the government and its real status of the evaluation. The purpose of the paper is to provide reference for the election, training and evaluation of the chief administrative officer of the government and to promote the research on the post competency.
