As e-Government is being popularized nowadays, the working mechanism of government affairs has undergone tremendous changes. The traditional bureaucratic working style and process cannot meet the demands of constructing an efficient and service-oriented government. Therefore, it is indispensable to train and develop leaders' qualities and skills in order to construct an efficient e-government. Conforming to the trend of international competency model research and taking the Chinese present social, political and cultural realities into account, the present research analyzes job characteristics, competency model and performance of leaders, as well as the interactions among them. The thesis advances and develops a competency model for e-Government leaders in this information age and thus enriches competency theory while providing theoretical guide to the management of government human resources in the information era.The thesis reviews previous related literature as the basis, points out their progresses and weaknesses.It advances and modifies the key constructs in this research using focus group interview and structural content analysis. By so doing, this paper builds up a theoretical model containing three key variables (job characteristics, leadership competency and performance), proposes hypotheses, clarifies overall research design, and tests the proposals through a questionnaire methodology.More specifically, the research includes the following parts:(1) Focus group interview and structural content analysis. We obtained an overall impression of realities under e-Government circumstance after interviewing fifteen chief-level cadres. Through the coding and analyzing of the interview scripts, we developed and modified the dimensions of job characteristics and leadership competency model, which also laid the foundation for the development of the following questionnaire.(2) Questionnaire and statistical analysis. Based on related literature and previous group interview, we developed the questionnaire and did some psychometric validation work on it. The thesis employs structural equation modeling to analyze data, discuss and validate the competency model. Also, it proves the other hypotheses, perfects the constructs adopting correlation regression and other analyses. Through empirical study, the thesis concludes: (1)Compared with that under traditional government model, leaders' work in the context of e-Government has three features: e-work, network cooperation and support from information; (2)Compared with that under traditional government model, present leadership competency model is atwo-staged model including five dimensions (duty awareness, social skills, information skill, information processing and creativity); ?Leadership competency structure is the same under different models of e-Government. The duty awareness has an interact effect on the performance with the model of e-Government; ?The job characteristics of leaders have direct effects on its competency requirements; ? Leadership competency has a positive and direct effect on their performance.In the last section, the thesis concludes the whole essay and points out the prospect of leadership competency model under e-Government circumstance.
