In the process of the practice they met many bottleneck in theory, and the obstacle of the law or system and so on which can not be avoided, all these make the research of the general administrative Law-enforcing faces prodigious pressure.In this paper , according the specific experience of the make experiments work for the department of the general administrative Law-enforcing , from the aspect of the theory of the public management and the administrative Law-enforcing, we will refer to much material about the management of the city, the administrative Law-enforcing and the general administrative Law-enforcing, compare the different situation of the general administrative Law-enforcing in our country to the situation in the other country . To define the meaning of the general administrative Law-enforcing, we try to analyze the content and the actuality of the reform of the general administrative Law-enforcing, later we will introduce the practice of the general administrative Law-enforcing in YiWu in recently three years , analyze the fault and the achievement of the reform, according the analysis of one place, we can conclude the problems of the general administrative Law-enforcing in our country. In the same time we make clear the direction and requirement of the general administrative Law-enforcing in current realistic conditions and bring forward the corresponding measure and countermeasures to promote the reform. In this base, we can promote the development of the general administrative Law-enforcing very well, and improve the ability of the government in reign and management, and make active exploration to built the jural government.
